.led file generator

Before I jump into this rabbit hole and try to create either a standalone utility or an Add-In for V3, Has anyone already created a LedTriks file (.led) generator/editor?

I know a LedTriksUI.dll exists in Vixen2 where you can create and edit .led files but I don't see the need to install V2 specifically for this one function.

Vixen 2.1 has an editor for .led files
