Yes my pixel strips lay with the back to the pex tube and are exposed to the elements. Never had a water related issue with them. 99% of my issues were because the WS2812 chip delaminated from the strip and had to be soldered back on.

If the strip is inside the PEX pipe and has a silicon sleeve on it, then I suspect your bungee cords at the ends do not need to be under tension. They are there just to keep the strip aligned.
You mentioning that they are they're there to keep the strip aligned make me think that maybe if I don't use a bungee at the "non-plugged in" end, I can put a small weight on the end (such as a marble or two) to make sure that it lays down flat and doesn't twist in my 2" diameter tube.
