yes. For me it was caused by cheap knockoff usb-to-serial adapters. They all have the same usb device id. every once and a while linux updates the usb bus bindings. When using the knockoff devices the os gets confused and reassigns the ports in unexpected ways. My solution was to use fixed bindings (defined hw path from adapter too os). In your case, I need to ask a question: Are you using an external USB hub? If yes is it powered?
