    here another test that may open the PiZ W's wifi.....but only if you can look at your router to determine the IP once Pi Zero W DCHP generates one.
    Put SD and USB back in Pi3 - start without eth0 connected to verify wifi only works.
    change wlan0 to DCHP, allowing Pi Zero W to do what it thinks is best.
    Place back into Zero and start.
    goto router for IP address - test IP on Zero

    I say try this because your router STATIC IP address is assigned to Pi3 it may be holding it - so it may not like using it for the ZERO - this happened to me once.....I no longer use that router.
