You could use a RaspBerry Pi-W(Zero) running FPP in bridge mode using the serial port outputs as DMX but it would need an Ethernet port. An alternative would be a cheaper Model 2B+ (a 3 would be overkill for a single universe). I did exactly this for Halloween driving a Ren48LSD (DMX mode) and RenSS16.

Hi, I found the time to have a go at this and did a write up there are 3 formats:

Single universe Ethernet E1.31 to 16 relays (on off only).
Single universe Ethernet E1.31 to 512 channels of DMX.
Single universe Ethernet E1.31 to 170 Pixels.

The main information starts at post #32. The idea is cheap off the shelf parts with minimal assembly, the DMX and Pixel versions should fit in 1 tube. I used one of these over Halloween without any problems, if you need any help or give it a go let me know how it goes for you.
