    re-ran the diagnostics.
    Pulled out all the chips. tested and same results.
    This time, I swapped out the U2, U4 and U5 from another unit and w/ the Diag PIC in the U6 position, I get a very brief flicker on lightbulb connected to two (no LEDs on) when I connect the power.

    the voltage regulator was replaced.

    Did you try reflowing the oscillator? I forget whether the diag firmware uses it but if it does and it's not connecting that would do it.

    So, Thank you all for responding to my screams for help! In the end, Wayne through me a life line and helped out in a big way. After which, we performed a review of the fixes and where I went - stray. Here are the learned lessons:
    1. Use a Puller, not a needle nose plier to extract the chips (http://www.jameco.com/z/08-609-HT103..._AtxoCq1Pw_wcB).
    2. The FAQ is really good - do not miss the fact that there are TWO diagnostic programs. The second one has the term "BETA" in the name, however, do not fear it. ;)
    3. There is always someone to help on this forum - aw, you knew that one!

    SO what were the issues:
    First, a bad PIC (U6) - it had internals showing. (Yes, I did not see that - use the IC Pick not pliers)
    Used diagnostic firmware with internal oscillator and found that the board oscillator was bad. (that is where the BETA code comes in - got that one)
    During testing found that U4 (output RS485) was bad. (Never go that far)
