looking at this as best as I can looks like you might have the pins not set for the chip you have
Hi All,
I picked up a PicKit 3 clone and I am using the MPLAB IDE 8.92. I have read many boards, FAQs and I feel that I am close, however, no cigar! I keep running into the Target Device ID (0x0) does not match excepted Device ID (0x420).
The MPLAB is power is checked and set to 5v.
On the board, I have followed the instructions for DIP 8,14,18,20: J1 on 2, all open and J7 on 2-3.
For fun, I have tried to move the PIC around and all I get is a hot PIC and a Overcurrent logic has detected a fault condition....

what device are you using?
2020 Full sized show reworked for the new location. Only adding (famous last words) 13 RBLs that I finally got converted to using pixels
2019 - Just moved into a new home (yet another change of plans). Will be dim but not dark. Too much to do at the new place to leave time for a show. Dim show (3000 pixels) had regular visits most nights.

Do you have it set to power the target?
I am trying to program my U6-U8 – PIC16F688 Microcontrollers. The Pickit 3 is a clone. I am using the MPLAB IDE v8.92 and I in the settings for Power, I have the power target circuit from pickit 3 checked at 5v.

Hi, I'm not a PIC guy but I have been watching some tutorials on them with a view to learning. This was on that delt with Pickit 3 issues, it may help, if not it's only 15 mins of your life wasted.

While it is not the cause of your current problem, I suggest you set the voltage to 4.5v. At 5v the programming was unreliable. At 4.5v I did not have any failures. I will look at the spec sheet to give you alignment when I get home from work

Thanks for the movie. I watched it and using the pickit 3 programmer I was able to d/l the OS and get the device ID on the clone pickit 3. However, when I attached the pickit adapter and chip, the app does not detect the chip. So, I am feel that the settings are incorrect. On the board, I selected "DIP 8,14,18,20:" and the jumpers are as follows: J1 on 2, all open and J7 on 2-3. I placed the chip top left is one facing the pull down locking lever. The reply I get on the application: No device detected.

Looks to me that you need to move your chip 1 slots closer to the 3M. You should have 3 slots open on the non 3M side.
Far away from the 3M is the DIP20 - no open slots
then up one slot is the 18 pin - one open slot
up one slot is the 16 pin - two open slots
now your 14 pin. - 3 open slots

hmm. To me it looked like three empty pins on the non-3m end and then the chip starting in the fourth pin on the non-3m end. The notch on the chip should be on the 3m end of the socket.
After that you need to set the jumpers for a 14 pin chip. Then you need a total of 7 jumpers.
J1 position 2
J2 and J3 and J4 and J5 and J6 and J7 all need jumpers between positions 2&3
