    A red LED has about 1.8V when conducting, so that appears to be normal, assuming the opto internal light is a red LED.
    Under this voltage 1.8V condition, the output triac should be turned on as well.
    Not sure about the "transistor" side. Are you referring to the opto? If so it is a triac.

    You could also populate the 2nd channel and see if the operating symptoms are the same. Then use that channel to troubleshoot the bad channel.

    I am referring to the output side of the moc3023.

    I will be constructing the other side of the board to see how it goes. Hopefully its just a flaw in the PCB mmanufacture process which can happen from time to time.

    Yes, that output is a triac built inside.

    One way to test the MOC is to connect a load to its output, consisting of 2 LEDs wired "back-to-back" plus a series 620 ohm 1/2W resistor to a 12VAC transformer.
    The LEDs should dim with your MOC input PWM.

    OK still hiting my head.

    Built 2nd channel. Same thing happening as first channel.
    Should I try reducing the resistor on the gate.
    I know for 230volt it should be 330ohm.

    I'm using the bta04-700trg triac
    I do have the bta06-600cw as well

    Hi there. I think I need to try a different triac and opto.
    I read in another post about moc3023 from different manufacturers not performing. Think that's my next step.

    I don't understand that statement; " moc3023 from different manufacturers not performing".
    If you are operating within the specs there is little to go wrong.

    Has your board been known to be a working design?
    There are no solder joint problems?
    Your outputs are wired correctly to an AC source?

    The MOC's triac is basically a switch to pull the output triac's gate high through a small resistor. You could emulate that with a toggle switch designed for your AC voltage. Again, a safe means to conduct such a test is warranted.
