Not sure where you are at with this...

Have you tried the diag firmware, which should allow you to see some channels turn on the outputs on the first few channels?

Have you tried taking out the PICs and jumpering voltage to pins on the IC socket (per the wiki) to see if channels come on?

Again, there are several folks (including myself) who would be willing to check out the board for you, if necessary.
