Repeat last effect

Would it be possible to have a button/keyboard shortcut/menu item to repeat the last effect with the same parameters? For example, to do a 'Random' with certain (non-default) parameters I could do it once, then highlight another area and press the repeat shortcut, and it would give me the same effect with the same parameters (but still getting new random values, not a 'clone' like it was copy-and-pasted).

I don't know if it's feasible, but it would certainly save me a bit of repetition.
