Has anyone done an interface which allows Vixen to send a command to an RDS encoder to change the song title or something based upon the sequence playing.
I would like to send the song title to the RDS encoder when Vixen starts a new sequence.

No, But I have also thought of this. Which RDS encoder are you using? Last year I just had a fixed message. Many friends that drove by thought that was cool.
I have using LOR and right now on the fence to change to Vixen. I currently have a mix of LOR and DMX. I have not flashed my LOR boxes to the new firmware yet.
As far as RDS I have also thought about using a old AMX controller I have that can send out serial strings on command from inputs. I could assign a "channel" to turn on for each song to trigger the RDS. Not perfect but would work with parts I have at hand!

I am using the RDS encoder from Pira web site pira.cz/shop.
It is the miniRDS Encoder with the magic RDS software.
I am using this in conjunction with a Ramsey fm30 transmitter. I have just started the interface with the transmitter.
Can Vixen send out an ascii string from a channel output?

it would be good to have a plugin that saves a text line to a text file (most RDS software will read a text file).. then for each show, you could change the line.. and when the show starts the contents of the text file would change.. and hence, so would the RDS content.
Doing this, it wouldnt matter which RDS you were using.. follow the format of the Winamp plugin for the text file as that works with RDS.
Unfortunately it needs someone more knowledgeable than me to write it..

What some have done is use the "Launcher" plugin to execute prewritten DOS batch files that change the text file that the RDS software reads to get its text.
This is part of what Bob Lilly did when he set up his network trigger (http://www.doityourselfchristmas.com/forums/showthread.php?t=4625).
