Horizontal Dim if More than 3 LED's

Hi everyone,
Issue: When I try to light up more than 3 LED's in the same row, they light very dim.

I have built 2 16x16 LED matrix's and I am seeing the same issue on both.
I have tried this on 2 different LEDTrik boards with the same results. Both are using STP16C596B1R from digikey.
I am using old PC Power supplies. I thought it was a problem with wires from the power supply to the board so I changed from 10' of 24 gauge to 5' of 18 gauge. Could this be the problem?

I have just requested samples from Allergo, hopefully those will help.

Any one have any ideas?
