I am looking to use a PIR for a Halloween Prop and I see the EFXTek has one but it looks like I need to purchase the prop1 or prop2 controller. Does anyboyd know how to do this or knows where I can get a PIR that can signal a relay to turn on a light?

I want to be sure everyone is on the same page I would assume you are talking about a Pyroelectric Infra Red motion sensor.
This PIR doesn't require a Prop controller but it does require some sort of microcontroller or other circuitry.
If all you're planning to control is an AC load I would suggest buying an outdoor floodlight with a built in motion sensor. You can pretty easily disassemble these to add connectors, or remote the sensor. If what you are trying to control is DC you could tie the motion sensors output to a relay, which would control the DC load. Going this route is quick, easy, and shouldn’t be too expensive.

I have been doing some additional research and found a Hunting Website that shows you how to disassemble motion activated lights.
I think I am going to go that way and just put the sensor inside a pipe x" longs to narrow the trip beam.
