.10 UF Ceramic Capacitor

I got some Ceramic Capacitors for the REN 24 (581-SA105E104MAR) that look like the leads are oxidizing. Should I take a very fine sandpaper and gentle remove the oxides and try to tin and see if that helps?

A green scotchbrite pad works best for me.
