Analog / Digital Controller Board

This is a little off topic for the christmas form, but with all of the experts there I hope someone can help me find a control board for a project.
Specs:

4 to 8 Analog to digital inputs (12 bit) 0-10vdc
2 digital to analog output (12 bit) 0-10vdc
4 to 8 digital outputs, opto22 controll or built in switching
1-2 digital inputs (detect push button switch)

I need this to be hardened / mil spec perfered. I will be used outside in all weather. I will also have it housed in a sealed suitcase.

Battery power so low drain.

Communication to an external controller / computer. Perfer wireless bluetooth, wi-fi...

Would prefer CE certified because I might sell some overseas.

You're probably already aware, but if this is being designed from scratch, those two specs just increased the system cost by about 10x.

The industrial control crowd may have some existing PLC hardware which would completely or nearly match what you're looking for.
