ok so I've wired up my horning dimmer on the breadboard with no luck. I've tested my connections and the only thing I've found is the voltage yo the relay is at 1.65v when the channel is off, 1.85v when on. I'm using the 5v line from the computer as the power supply. anyone have any ideas??

I’m not sure exactly where you’re testing the voltage at. It sounds as if you’re missing a supply ground somewhere though.

pin 14 to the vcc

It would be more helpful to me it you measured from ground. Which pin 14, the one on the parallel port connector or one of the IC’s? What do you get from ground to VCC?

Also, are you using vixen in test mode, or some other method to turn the channel on/off?

I'm using vixen test mode... pin 14 on the ic's should be ground at that point if I'm reading the diag. properly. getting 1.85v when the channels are on, 1.65 when off

Help me out man, pin 14 of which IC?

Send an off to all channels, pin 2 of J3 should be zero and pin 14 on U1 should be high. Send an on to all channels, pin 2 of J3 should be High and pin 14 on U1 should be low.

Using this method, pin 14 of U9 should appear to follow what pin 14 of U1 does.
