I intend to use one of these to hoist the tree topper.

but need a little advice for a trip type lock that will secure the topper collar from sliding back down ,

I was thinking something like an umbrella latch and maybe a cable running up the inside of the mast to release the lock to lower the topper .

Any thoughts would be appreciated .

I would suggest using something like this. (http://www.harborfreight.com/1000-lb-capacity-hand-winch-65688.html) It will lock your topper wherever you want it, and the steel cable will not stretch, which rope will.
