How do I...

I want my lights to be on static from 5:00PM to 12:00AM (although not all the channels; I only want 1 color lit on each of my 3 color mini trees). From 6:00PM to 9:30PM, I want my show to play every 30 minutes, interrupting the static on. Between shows, the lights should be on. Does anyone know how to do this in Vixen?

First you will need to write a background script for the mini trees. Then in the schedule you will select your program and have it to repeat, then check the 'every XX minutes' button.

But will my mini trees be on 24/7? How do I schedule what time the background script runs?

That can be written into the script. This will explain how to do it. (I'm still learning it myself).
